Purpose and Scope KNUCA establishes this Academic Freedom and Institutional Autonomy Policy to ensure that teaching, learning, and research are conducted independently, transparently, and free from political, commercial, or ideological interference. The policy applies to all academic staff, researchers, students, and administrative bodies, guaranteeing freedom of thought, academic expression, publication, association, and participation in institutional governance. The principles of this policy derive from the Law of Ukraine \u201cOn Higher Education\u201d, particularly: Article 1(1)(13) \u2013 defining academic freedom as the independence of participants in the educational process; Article 29 \u2013 securing institutional autonomy as the right to self-governance in academic, organisational, financial, and personnel matters; Article 30 \u2013 establishing academic self-governance as the right of academic communities to determine internal policies, standards, and curricula. 2. Principles of Academic Freedom Academic freedom at KNUCA is guaranteed through the following core principles: Freedom of teaching and research: faculty members have the unrestricted right to design syllabi, conduct independent inquiry, publish results, and engage in open debate. Freedom of expression and critical thought: members of the academic community may express professional opinions on matters of science, culture, or public policy without fear of reprisal. Protection from censorship and discrimination: no restriction shall be imposed based on political, religious, or social beliefs. Integrity and responsibility: the exercise of freedom must respect ethical standards, human rights, and the dignity of all persons. 3. Institutional Autonomy and Governance KNUCA\u2019s institutional autonomy encompasses: Organisational autonomy: the university independently determines its internal structure, governance system, and regulatory documents. Academic autonomy: authority to define curricula, degrees, and quality-assurance mechanisms. Financial autonomy: right to manage budgets, set tuition fees, and allocate resources transparently. Personnel autonomy: freedom to recruit, promote, and evaluate staff according to professional competence and academic merit. Legal and Normative Basis The framework of this policy is founded on: Law of Ukraine \u201cNo. 1700-VII On Prevention of Corruption\u201d (2014, as amended); Law of Ukraine \u201cOn Higher Education\u201d, Articles 36\u201337 (on public reporting, procurement, and financial accountability); National Anti-Corruption Strategy of Ukraine 2021\u20132025; internal acts of KNUCA (Statute, Code of Ethics, Procurement Regulations, Financial Audit Charter). These norms form the university\u2019s binding obligation to act openly, prevent conflicts of interest, and protect public trust. 3. Principles of Transparent Governance Openness and Access to Information \u2014 decisions, budgets, procurements, and audits are published on the KNUCA website.
