KNUCA reaffirms its institutional commitment to sustainable development, inclusive infrastructure, innovation-driven design, and resilient industrial systems through this Sustainable Infrastructure Development Policy. The policy supports Sustainable Development Goal 9 (Industry, Innovation and Infrastructure) by mandating that all campus buildings, facilities, networks and supply chains are designed, constructed and operated according to high standards of resource efficiency, low-carbon performance, smart infrastructure, digital integration, circular economy, green materials, and climate adaptation. The objective is to transform KNUCA’s physical and operational infrastructure into a living laboratory of innovation, sustainability and industrial excellence.
This policy applies to new infrastructure programmes, major renovations, maintenance cycles and all building-system upgrades at KNUCA. It covers structural engineering, mechanical, electrical and plumbing systems (MEP), digital automation, embedded Internet of Things (IoT) controls, Building Information Modeling (BIM), smart sensors, analytics platforms, modular construction, prefabrication, sustainable supply chains, lean manufacturing practices, asset management, and infrastructure lifecycle optimisation. Each facility shall be assessed via metrics including energy-use intensity (EUI, kWh/m²), carbon-footprint per floor area and per occupant, embodied carbon, material reuse rate, resilience index and smart connectivity score.
KNUCA adopts the following core commitments:
- All new buildings and major retrofits shall meet or exceed recognised standards such as LEED Gold, BREEAM Excellent or equivalent national certification, integrating passive design, high-performance glazing, thermal insulation, daylighting, natural ventilation, and on-site renewable energy.
- Infrastructure planning must embrace industry 4.0 concepts, digital twins, smart grids, sensor networks, data-driven operation, predictive maintenance and connectivity to enhance reliability, uptime, asset performance and optimise resource flows. - All construction and supply-chain contracts shall enforce green procurement criteria including low-carbon materials, local sourcing, modular reuse, lifecycle cost analysis, resource circularity, equipment energy-performance standards, embodied carbon reduction, low-emission transport and waste-minimisation practices.
- Infrastructure resilience and adaptation must be embedded in design and operation, accounting for climate-change impacts, urban heat islands, extreme weather, seismic risk, and resource scarcity, thus ensuring continuity of operations, safe learning environments, and sustainable asset management.
- Smart campus infrastructure initiatives such as IoT-enabled facility management, smart lighting, HVAC controls, predictive analytics, and real-time monitoring will be deployed to reduce downtime, optimise loads, and deliver behavioural feedback to occupants. - Regular benchmarking and lifecycle performance audits will be conducted to track progress against performance indicators, enable continuous improvement, and inform strategic reinvestment into the campus infrastructure portfolio.
Governance and implementation responsibilities are assigned as follows: The Rector approves infrastructure sustainability strategy and allocates resources. The Vice-Rector for Green Development leads strategy execution. Facilities Management, the Office for Green Development, and the Smart Campus Team coordinate design reviews, procurement oversight, digital systems deployment and performance reporting. Each faculty and institute shall appoint an Infrastructure Sustainability Coordinator responsible for monitoring, reporting, and engaging occupants in efficient usage of infrastructure assets.
Performance monitoring will include metrics such as: percentage of buildings certified to sustainability standard, reduction in energy-use intensity (kWh/m²), percentage reduction in embodied carbon (kg CO₂e/m²), percentage of materials reused or recycled, ratio of smart infrastructure operational hours, and building lifecycle cost savings. Annual infrastructure performance reports will be published on the KNUCA website and integrated into the Sustainability Impact Report.
KNUCA commits to review and update this policy every two years, considering advances in materials technologies, digital infrastructure, industrial practice, and global benchmarks. KNUCA establishes this Green Procurement for Infrastructure Policy to guarantee that all materials, technologies and services acquired for campus infrastructure comply with sustainability, low-carbon and circular-economy principles. The policy operationalises Sustainable Development Goal 9 (Industry, Innovation and Infrastructure) by aligning procurement decisions with SDG 12 (Responsible Consumption and Production) and SDG 13 (Climate Action), ensuring that every stage of infrastructure development—from design to decommissioning—contributes to environmental efficiency, innovation, and resilience.
The main purpose of this policy is to integrate sustainable procurement, life-cycle management and resource efficiency into KNUCA’s infrastructure governance. It supports the creation of resilient, inclusive and environmentally responsible facilities that promote research, innovation and student engagement while minimising carbon emissions and waste generation.
KNUCA acknowledges that sustainable infrastructure depends not only on engineering design but also on the materials and technologies embedded within it. Therefore, all infrastructure and construction procurement processes must adhere to sustainability criteria, promoting green construction, sustainable manufacturing, local sourcing, renewable materials, low-carbon production, energy-efficient equipment and digital transparency across the supply chain.
1. Core Principles and Commitments
- Life-Cycle Thinking: All procurement activities must evaluate materials, products and services based on full life-cycle costs—including production, transport, operation, maintenance, and disposal.
- Low-Carbon Materials: Prioritisation of recycled steel, low-emission concrete, certified timber, biodegradable composites, and energy-efficient construction materials that reduce embodied carbon.
- Sustainable Suppliers: Preference is given to suppliers certified under ISO 14001, ISO 50001, or EU Ecolabel standards, and to those demonstrating carbon-footprint transparency.
- Local and Regional Sourcing: Procurement teams must prioritise Ukrainian manufacturers and regional suppliers to reduce transport emissions and strengthen local innovation capacity.
- Circular Economy Integration: Products should be reusable, modular, repairable, and recyclable to ensure long-term resource efficiency.
- Energy Efficiency and Smart Technologies: Acquisition of smart systems, sensors, and energy-management technologies is mandatory for all infrastructure upgrades and new constructions.
2. Implementation and Procedures
KNUCA’s Procurement Office and Office for Green Development are jointly responsible for implementing this policy. It aims to empower students, researchers, and staff to develop commercially viable ideas that address real-world challenges through creativity, research, and responsible innovation.
The main purpose of this policy is to create an institutional environment that fosters entrepreneurship, innovation, and sustainable business development, integrating these principles into teaching, research, and community engagement. KNUCA recognises entrepreneurship not only as an economic activity but also as a form of social responsibility, environmental awareness, and inclusive growth. The policy establishes mechanisms for training, mentorship, funding, incubation, and networking, ensuring that every innovative idea can evolve into a start-up or spin-off contributing to national industrial development and sustainable infrastructure.

The policy’s main goal is to establish an open and effective framework for university–industry collaboration, knowledge exchange, and innovation partnership. It ensures that academic research contributes directly to industrial problem-solving, product development, and sustainable infrastructure. At the same time, it enables companies and public institutions to benefit from KNUCA’s scientific, technological, and educational expertise, aligning industrial progress with low-carbon, circular-economy, and smart-city principles.

Workshops, hackathons, and thematic seminars are held regularly to exchange practical experience, foster co-creation, and identify innovation opportunities. Collaborative projects will prioritise knowledge exchange relevant to sustainable manufacturing, infrastructure resilience, digital engineering, and environmental performance.
6. Commitment
By enacting this Industry Collaboration and Knowledge Exchange Policy on 3 September 2024, KNUCA establishes a permanent framework for cooperation that links academic excellence with industrial innovation. Through mutual trust, transparency, and co-creation, the university enhances its role in rebuilding Ukraine’s infrastructure, accelerating smart-industry transformation, and advancing SDG 9 targets. The policy ensures that research and education produce tangible economic, social, and environmental benefits, reinforcing KNUCA’s position as a key national partner in sustainable industrial modernisation and innovation-led development.
Partnerships for Industry and Innovation Policy

KNUCA establishes this Partnerships for Industry and Innovation Policy to institutionalise collaboration with public authorities, private enterprises, research institutions, and international organisations in advancing industrial modernisation, sustainable infrastructure, and innovation-driven economic growth. This policy supports SDG 9 (Industry, Innovation and Infrastructure) and SDG 17 (Partnerships for the Goals) by integrating academic research, industrial expertise, and policy cooperation into joint actions that foster technology transfer, digital transformation, and low-carbon industrialisation across Ukraine.
The purpose of this policy is to create a structured and transparent framework for building and managing strategic partnerships that promote sustainable innovation, infrastructure resilience and inclusive industrial development. Partnerships established under this policy must ensure mutual benefit, knowledge exchange, and measurable contributions to sustainability, economic recovery, and technological advancement.
1. Strategic Objectives
KNUCA’s partnership strategy is guided by the following objectives:
- to strengthen cooperation with industry in developing sustainable and innovative technologies, digital construction systems and energy-efficient infrastructure;
- to collaborate with government agencies and municipalities on urban transformation and smart-city projects;
- to integrate the university into international research and innovation networks under programmes such as Horizon Europe, UNESCO UNITWIN and EIT Manufacturing;
- to attract investment and expertise for green industrialisation, circular-economy development, and digital manufacturing;
- to ensure transparency, accountability, and sustainability in all partnership activities.
2. Partnership Framework and Mechanisms
The Office for Industry and Innovation Partnerships (OIIP), under the supervision of the Vice-Rector for Green Development, is responsible for initiating, negotiating and coordinating all institutional partnerships. Each partnership agreement must include objectives, expected outcomes, resource commitments, and reporting obligations.
Forms of collaboration include:
- Joint research and innovation projects in digital infrastructure, renewable energy systems, sustainable materials, and industrial automation;
- Public–private partnerships (PPP) for infrastructure modernisation, reconstruction and technology testing;
- Industrial advisory boards contributing to academic programme design, innovation policy and workforce development;
- International cooperation agreements supporting dual degrees, innovation mobility, and cross-border technology transfer;
- Innovation clusters and alliances connecting academia, industry and government in regional development initiatives.
3. Evidence of Partnership Activity
In 2024, KNUCA expanded its cooperation with national and international partners to implement sustainable-infrastructure and innovation projects. The National Forum on Innovation and Sustainable Construction (https://www.knuba.edu.ua/?p=39260) brought together representatives from leading construction, energy, and IT companies alongside public institutions and universities. The forum resulted in signed memoranda on developing smart building systems, energy-efficient materials, and urban digitalisation tools.
Another key initiative was the Innovation and Research Week 2024 (https://www.knuba.edu.ua/?p=39123), where KNUCA presented collaborative projects with industrial partners focusing on low-carbon production, additive manufacturing, and automation of civil-engineering processes. These partnerships exemplify the university’s commitment to knowledge co-creation and sustainable industrial transformation.
KNUCA’s international collaboration is reinforced through participation in the Smart Technologies 2024 conference (https://library.knuba.edu.ua/books/zbirniki/Smart_technologies/2_2024.pdf), which connected academic researchers with global experts in digital infrastructure, intelligent manufacturing and climate-resilient construction.
4. Governance and Accountability
Each faculty must appoint a Partnership Coordinator responsible for maintaining cooperation, preparing reports, and ensuring compliance with KNUCA’s sustainability principles. The OIIP maintains a digital registry of all active partnerships, memoranda of understanding, and joint projects.
Annual reports shall include:
- the number of partnerships formed and renewed;
- total external funding attracted through collaboration;
- industrial or social innovations achieved;
- number of students and staff participating in joint activities;
- contributions to SDG 9 indicators such as innovation capacity, infrastructure modernisation, and sustainable industrialisation.
Monitoring and evaluation will be performed by the Sustainability Council, with findings integrated into the Annual Innovation and Infrastructure Report published on the KNUCA website.
5. Ethical and Environmental Standards
All partnerships must uphold ethical conduct, environmental integrity, and equality. Collaboration is prohibited with entities engaged in environmentally harmful, socially unjust, or non-transparent practices. Partners are encouraged to adopt ISO 14001, ISO 50001 and ESG compliance frameworks, as well as gender-equality and inclusivity standards.
6. Continuous Development and Internationalisation
KNUCA will regularly review its partnership portfolio to enhance strategic alignment and expand international cooperation. The university seeks to join global sustainability alliances, digital-innovation platforms and technology-transfer networks, ensuring that Ukrainian expertise contributes to global industrial and infrastructure modernisation.
7. Commitment
By enacting this Partnerships for Industry and Innovation Policy on 3 September 2024, KNUCA establishes an enduring mechanism for collaboration and innovation. Through joint research, technology transfer, and sustainable infrastructure development, the university strengthens its impact on national industrial recovery and integration into the global innovation ecosystem. This policy reaffirms KNUCA’s leadership in fostering industrial partnerships that combine science, technology and sustainability — driving progress toward SDG 9 and reinforcing Ukraine’s transition to a competitive, resilient and innovation-based economy.
