Proportion of Graduates with Teaching Qualification

Indicator 4.2.1 assesses the proportion of a university’s graduates who have obtained a degree that provides the right to teach in secondary education institutions. This measure forms a key component of Sustainable Development Goal 4 (Quality Education) within the THE Sustainability Impact Ratings 2026 framework.

Its primary purpose is to evaluate how higher education institutions contribute to the preparation of qualified teaching staff and to the expansion of access to quality education for all segments of society.

In the Ukrainian context, this indicator has a specific interpretation. According to the Law of Ukraine “On Higher Education” and the National Qualifications Framework, the award of a Bachelor’s degree (Level 7 NQF) is sufficient to grant the right to engage in teaching activities within general secondary education institutions. Therefore, all individuals who have completed Bachelor’s programmes in any field of study are legally entitled to teach, as their qualification level meets the national standard for pedagogical practice.

Based on official statistics from Kyiv National University of Construction and Architecture (KNUCA), over the past three years the total number of Bachelor’s degree graduates amounts to 15,323. In accordance with national legislation, all 15,323 graduates possess a legally recognized qualification that grants them the right to teach in schools, corresponding to 100 % coverage under this indicator. This confirms full compliance with the national standards governing teaching qualifications at the first level of higher education.

In the THE methodology, Indicator 4.2.1 is evaluated through the ratio of graduates with a teaching qualification to the total number of first-cycle graduates. KNUCA’s results are verified through open institutional data and supported by legislative provisions of Ukraine that ensure the pedagogical rights of all Bachelor’s degree holders.

Accordingly, KNUCA demonstrates full achievement of Indicator 4.2.1, making a tangible contribution to the attainment of SDG 4 (Quality Education). The University’s academic programmes ensure that each graduate possesses the foundational competencies and legal standing required to pursue teaching activities, thereby supporting the national and global objectives of equal access to quality education and lifelong learning opportunities for all.

KNUCA’s comprehensive approach to lifelong learning measures—including open resources, public events, equitable access, and community partnerships—illustrates a deep institutional commitment to inclusive and quality education, sustainable learning, and lifelong competence development. These initiatives align with the priorities of SDG 4 targets (4.3, 4.4, 4.5, and 4.A) and demonstrate tangible progress toward building a learning ecosystem that supports social inclusion, accessibility, and continuous education for all.

Lifelong Learning Measures

KNUCA demonstrates a strong and systematic commitment to advancing lifelong learning, quality education, and equal access to learning opportunities for all members of society. The university’s strategy aligns with Sustainable Development Goal 4 and is guided by the principles of inclusiveness, social responsibility, and sustainable education. Through a combination of open educational resources, public learning initiatives, adult education programmes, and community partnerships, KNUCA contributes to the creation of a comprehensive learning ecosystem that supports continuous personal and professional development throughout life.

KNUCA actively provides public access to learning resources that foster the concept of lifelong learning beyond traditional education. In May 2024, KNUCA launched an open Express English Language Preparation Course for the general public, designed to strengthen communication skills and enhance employability for adults and future students.

This initiative supports inclusive learning, open education, and adult skill development, reflecting SDG 4 targets 4.3 and 4.4, which emphasize equitable access to lifelong learning opportunities and relevant skills for sustainable employment.

To enhance learning engagement and promote non-formal education, KNUCA regularly organizes public events and educational activities that inspire community participation. In November 2024, the university held an “Excursion into the World of Professions”, an outreach event that introduced school students, parents, and adult learners to KNUCA’s academic programmes, laboratories, and innovation centres.

Such activities promote lifelong learning culture, strengthen career orientation, and encourage knowledge sharing between generations, ensuring that education remains accessible, engaging, and inclusive for diverse audiences.

Ensuring equal access to education for disadvantaged and underrepresented groups is a key part of KNUCA’s lifelong learning mission. In September 2024, KNUCA introduced Preparatory Courses for the National Multidisciplinary Test (NMT-2025) and creative entrance exams, featuring flexible schedules, evening and Saturday classes, and online registration to accommodate adult learners, working individuals, and applicants from vulnerable groups.

These initiatives illustrate KNUCA’s practical implementation of inclusive education, equal opportunity and social inclusion through accessible and flexible learning formats.

Furthermore, KNUCA actively builds community partnerships to expand the reach of lifelong education and local learning engagement. In March 2024, the university collaborated with Allbau Software GmbH (Ukraine) to host Allplan Campus 2024, an educational platform connecting academia, industry, and youth for the exchange of innovative ideas and digital learning tools.

Later, in December 2024, KNUCA signed a Memorandum of Partnership with the NGO “Bezbariernist” (No Barriers) aimed at promoting inclusive education, equal rights, and barrier-free access to educational environments for all learners.

Policy Supporting Lifelong Learning

(Adopted on 3 September 2023)

KNUCA recognizes lifelong learning as a cornerstone of quality education, social inclusion, and sustainable human development. Guided by the principles of accessibility, equity, and inclusiveness, the university ensures that all individuals, regardless of age, gender, origin, or social status, have equal opportunities to acquire knowledge, develop competencies, and participate in the learning ecosystem throughout their lives. This policy reaffirms KNUCA’s institutional commitment to Sustainable Development Goal 4 — Quality Education, emphasizing open access to lifelong learning, acquisition of relevant skills for decent work, gender equality, and the creation of inclusive, safe, and effective learning environments.

KNUCA integrates lifelong learning into every dimension of its academic and social mission. The university promotes flexible learning pathways, combining formal, non-formal, and informal education; supports adult education and professional development programmes; and recognizes prior learning as a valid route to qualification and competence validation. It ensures universal accessibility through barrier-free spaces, assistive technologies, and digital platforms that enable continuous learning for people with disabilities and disadvantaged groups. Educational activities are designed to enhance employability, entrepreneurship, creativity, critical thinking, communication, and digital literacy, thereby strengthening resilience, innovation, and sustainability within society.

Through this policy, KNUCA commits to the development of open educational resources, free access to digital materials, and the creation of micro-credentials, short courses, and modular online programmes that allow learners to reskill and upskill according to labour-market demands. The university fosters community engagement and partnership collaboration with public institutions, NGOs, and industry leaders to promote lifelong education and expand access to professional learning opportunities. In 2024 KNUCA deepened its outreach through initiatives such as the open Express English Language Preparation Course, which advanced adult education and linguistic competence; the public event Excursion into the World of Professions, which connected secondary students, parents, and local communities to KNUCA’s learning facilities; and the collaborative Allplan Campus 2024 project with Allbau Software GmbH (Ukraine), which strengthened innovation, digital skills, and employability. Furthermore, the Memorandum of Partnership signed with NGO “Bezbariernist” (No Barriers) reinforced the university’s commitment to inclusive education, gender equality, and barrier-free access.

KNUCA views lifelong learning as a continuous process that empowers individuals to adapt to social, technological and economic change. The university encourages staff and students to engage in sustainability education, environmental awareness, global citizenship and social responsibility, contributing to a culture of lifelong competence development and civic engagement. Professional development of academic and administrative personnel is a strategic priority aimed at fostering leadership, inclusiveness, and innovation in teaching and research.

Monitoring and evaluation mechanisms ensure that the implementation of lifelong learning programmes is measurable, transparent and evidence-based. KNUCA collects and analyses data on participation rates, diversity indicators, outreach activities, and training outcomes to improve effectiveness and demonstrate progress within the framework of THE Sustainability Impact Ratings. Annual reports on lifelong learning achievements are made publicly available to strengthen accountability and knowledge sharing.

By adopting this policy on 3 September 2023, KNUCA positions itself as a national leader in promoting lifelong learning, inclusive and equitable quality education, and sustainable development. The university’s efforts advance human capital, empower learners through flexible and accessible education, and foster a society built on knowledge, innovation, and equality. Through its continuous commitment to open access, inclusiveness, and collaboration, KNUCA contributes to achieving not only SDG 4 but also the broader Agenda 2030 objectives of resilience, empowerment and sustainability for all.
