Academic Freedom and Institutional Autonomy Policy 

(Developed and implemented on 3 September 2024)

1. Purpose and Scope

KNUCA establishes this Academic Freedom and Institutional Autonomy Policy to ensure that teaching, learning, and research are conducted independently, transparently, and free from political, commercial, or ideological interference. The policy applies to all academic staff, researchers, students, and administrative bodies, guaranteeing freedom of thought, academic expression, publication, association, and participation in institutional governance.

The principles of this policy derive from the Law of Ukraine “On Higher Education”, particularly:

  • Article 1(1)(13) – defining academic freedom as the independence of participants in the educational process;
  • Article 29 – securing institutional autonomy as the right to self-governance in academic, organisational, financial, and personnel matters;
  • Article 30 – establishing academic self-governance as the right of academic communities to determine internal policies, standards, and curricula.

2. Principles of Academic Freedom

Academic freedom at KNUCA is guaranteed through the following core principles:

  • Freedom of teaching and research: faculty members have the unrestricted right to design syllabi, conduct independent inquiry, publish results, and engage in open debate.
  • Freedom of expression and critical thought: members of the academic community may express professional opinions on matters of science, culture, or public policy without fear of reprisal.
  • Protection from censorship and discrimination: no restriction shall be imposed based on political, religious, or social beliefs.
  • Integrity and responsibility: the exercise of freedom must respect ethical standards, human rights, and the dignity of all persons.

3. Institutional Autonomy and Governance

KNUCA’s institutional autonomy encompasses:

  • Organisational autonomy: the university independently determines its internal structure, governance system, and regulatory documents.
  • Academic autonomy: authority to define curricula, degrees, and quality-assurance mechanisms.
  • Financial autonomy: right to manage budgets, set tuition fees, and allocate resources transparently.
  • Personnel autonomy: freedom to recruit, promote, and evaluate staff according to professional competence and academic merit.

Autonomy is exercised under the Statute of KNUCA, approved by the Academic Council and registered with the Ministry of Education and Science of Ukraine (MoES).

4. Implementation Mechanisms

  • The Academic Council approves academic standards, educational programmes, and research priorities.
  • The Ethics and Integrity Committee monitors violations of academic freedom, conflicts of interest, and external pressure.
  • The Quality Assurance Office ensures academic independence in evaluation and accreditation processes.
  • The Student Self-Government Body participates in decisions on education policy, equality, and welfare.
  • All decisions are recorded in open minutes available through the university website and the Transparency Portal.

5. Safeguards and Complaint Procedures

Any member of the university community may report infringements of academic freedom through the Confidential Academic Integrity Platform, administered by the Ethics and Integrity Committee.
 Complaints are reviewed within 30 days, with findings published in anonymised form to guarantee accountability and due process.
 KNUCA also recognises the jurisdiction of the National Agency for Higher Education Quality Assurance (NAQA) regarding protection of academic rights and standards.

6. Education, Communication, and Culture of Freedom

Academic freedom is promoted through:

  • Mandatory academic integrity training for students and staff;
  • Public lectures on freedom of research, democracy, and responsibility;
  • Annual discussions at the KNUCA Academic Forum, dedicated to good governance and institutional independence.

In 2024, Innovation and Research Week (https://www.knuba.edu.ua/?p=39123) included the panel “University Autonomy and Academic Responsibility in Post-War Ukraine”, highlighting KNUCA’s contribution to national academic-freedom standards.

7. Transparency and Public Accountability

KNUCA ensures public accessibility of all governing documents, meeting minutes, and financial reports via its official website (https://www.knuba.edu.ua).
 The Rector’s Annual Report 2024 (https://www.knuba.edu.ua/rektor-knuba-oleksij-dniprov-predstavyv-trudovomu-kolektyvu-zvit-za-2024-rik/) reaffirmed transparency in academic appointments, election of governing bodies, and public consultation procedures.

8. Monitoring and Evaluation

Indicators used for monitoring academic freedom include:

  • Number of reported and resolved cases of interference or censorship;
  • Percentage of staff participating in governance structures;
  • Publication of annual governance and integrity reports;
  • Student feedback on academic autonomy and freedom of learning.

Transparent Governance and Anti-Corruption Policy

(Developed and implemented on 3 September 2024)

1. Purpose and Scope

KNUCA adopts this Transparent Governance and Anti-Corruption Policy to ensure ethical, accountable, and publicly verifiable decision-making in every sphere of university administration. The policy establishes mechanisms that guarantee transparency of leadership actions, integrity of financial operations, and zero tolerance for corruption, fraud, or abuse of authority.

2. Legal and Normative Basis

The framework of this policy is founded on:

  • Law of Ukraine “No. 1700-VII On Prevention of Corruption” (2014, as amended);
  • Law of Ukraine “On Higher Education”, Articles 36–37 (on public reporting, procurement, and financial accountability);
  • National Anti-Corruption Strategy of Ukraine 2021–2025;
  • internal acts of KNUCA (Statute, Code of Ethics, Procurement Regulations, Financial Audit Charter).

These norms form the university’s binding obligation to act openly, prevent conflicts of interest, and protect public trust.

3. Principles of Transparent Governance

  1. Openness and Access to Information — decisions, budgets, procurements, and audits are published on the KNUCA website.
  2. Accountability and Responsibility — leaders at all levels bear personal responsibility for ethical management and timely reporting.
  3. Participation and Inclusiveness — students, staff, and trade-union representatives are involved in budget planning and governance processes.
  4. Integrity and Impartiality — administrative decisions must exclude any form of nepotism or preferential treatment.
  5. Proactive Disclosure — public communication of procurement plans, tenders, and contracts in accordance with open-data standards.

4. Governance Structure and Responsibilities

  • The Vice-Rector for Finance and Development oversees implementation of anti-corruption measures.
  • The Ethics and Integrity Committee monitors compliance with financial transparency and conflict-of-interest rules.
  • The Procurement Office operates under the Prozorro electronic system for all tenders.
  • The Internal Audit Unit conducts quarterly reviews of budget execution and publishes summaries online.
  • The Student Self-Government Council may request clarifications or audits of student-fee use.

5. Conflict of Interest and Whistleblowing

Every employee must declare potential conflicts of interest annually. Undeclared conflicts are subject to disciplinary review.
 A secure Confidential Reporting Platform enables anonymous whistleblowing on any suspected corruption, fraud, or procurement irregularities. Reports are reviewed by the Ethics and Integrity Committee within 15 working days, with follow-up summaries posted publicly without personal data.

6. Financial Transparency and Procurement Integrity

  • All contracts over ₴50 000 are processed through the state Prozorro
  • Quarterly financial statements include line-by-line budget execution, salary funds, and research grants.
  • The Annual Financial Report 2024 (https://www.knuba.edu.ua/rektor-knuba-oleksij-dniprov-predstavyv-trudovomu-kolektyvu-zvit-za-2024-rik/) confirmed zero violations in procurement audits and full publication of budget data.
  • Supplier selection is based on objective criteria: price, quality, sustainability, and compliance with labour and environmental laws.

7. Education and Capacity Building

KNUCA conducts mandatory training on ethics, anti-corruption legislation, and financial transparency for staff and managers.
 In 2024, a series of seminars entitled “Integrity and Accountability in University Governance” (https://www.knuba.edu.ua/?p=39123) were held to strengthen institutional culture of honesty and compliance.
 Students take part in debates and projects on ethical leadership as part of civic-education modules.

8. Monitoring and Reporting

The Internal Audit Unit collects and analyses data on procurement transparency, conflict-of-interest declarations, and whistleblower cases.
 Findings are discussed at the Rector’s Board and the Academic Council. Corrective actions are tracked through a public dashboard on the KNUCA website.

9. International and National Cooperation

KNUCA participates in the Integrity in Higher Education Network supported by UNESCO and joins the National Agency for Higher Education Quality Assurance (NAQA) working group on university ethics (2024).
 The university also cooperates with the National Agency on Corruption Prevention (NACP) to exchange best practices in risk assessment and financial control.

Student and Staff Participation in Governance Policy

(Developed and implemented on 3 September 2024)

KNUCA establishes this Student and Staff Participation in Governance Policy to guarantee that every member of the academic community—faculty, researchers, employees, and students—takes an active role in decision-making, quality assurance, and institutional development. Rooted in the principles of democracy, inclusiveness, transparency, and accountability, the policy implements the rights defined in Articles 36 and 37 of the Law of Ukraine “On Higher Education,” which recognise self-governance as a fundamental element of university autonomy and institutional integrity. It ensures that academic councils, committees, and working groups reflect the voices of students and staff in all strategic and operational processes.

At KNUCA, shared governance functions as an expression of civic responsibility and academic culture. Representatives of students and employees are elected through open procedures conducted under the Statute of KNUCA, ensuring fair participation, gender balance, and proportional representation. Student members sit on the Academic Council, the Commission for Quality Assurance, and the Scholarship Committee; they also participate in the Rector’s Advisory Council, enabling direct communication between the university leadership and the student body. The trade-union organisation and staff representatives are included in budgetary planning meetings, collective-agreement negotiations, and policy discussions on working conditions, occupational safety, and equality. Such structures embody the commitment to democratic engagement and institutional transparency.

Governance at KNUCA is built on the principle of partnership rather than hierarchy. The Rector’s Board, Academic Council, Deans, and Department Heads operate through consultative processes that integrate bottom-up feedback from teaching staff and student organisations. Each faculty maintains a Council of Employees and Students, which meets monthly to evaluate the implementation of curricula, research programmes, and campus-life initiatives. Minutes and decisions of these meetings are publicly available on the university’s website. In 2024 KNUCA held several open discussions on curriculum modernisation and quality-assurance standards; one of them, reported in University News (https://www.knuba.edu.ua/?p=39123), showcased how students co-designed elective modules to address sustainability, digital transformation, and ethical engineering.

The university also encourages participatory innovation through civic-education projects and youth leadership initiatives. In March 2024 the Student Council, in cooperation with the Institute of Architecture, organised the forum “Future of the City Campus as a Community Space,” bringing together faculty, students, and local authorities to discuss inclusive campus design and community engagement. The outcomes of this event informed the development of KNUCA’s Sustainable Campus Plan, which embeds accessibility, green infrastructure, and participatory planning as priorities for 2025–2030.

Every structural unit is responsible for creating an enabling environment where staff and students can freely express opinions, propose solutions, and evaluate management performance without fear of discrimination or reprisal. To strengthen this culture, KNUCA conducts annual surveys assessing satisfaction with governance transparency, workload distribution, gender equality, and communication. The aggregated results are presented to the Academic Council and published online to demonstrate responsiveness and accountability.

In 2024 the Rector of KNUCA, Prof. Oleksii Dnipro, presented the Annual Report (https://www.knuba.edu.ua/rektor-knuba-oleksij-dniprov-predstavyv-trudovomu-kolektyvu-zvit-za-2024-rik/) highlighting the integration of participatory budgeting and transparent competition for academic appointments as major governance achievements. This report demonstrated how openness and cooperation translate into tangible institutional progress, aligning university management with national and European standards of quality assurance and ethical governance.

Continuous professional development reinforces these principles: all newly elected representatives of students and staff participate in induction seminars on university governance, leadership ethics, and the legal framework of self-governance. In December 2024 KNUCA held a series of workshops titled “Shared Governance and Responsible Leadership,” promoting dialogue among administration, faculty, and youth organisations. The events underlined that governance participation is both a right and a duty aimed at achieving balanced decision-making and evidence-based institutional growth.

By embedding participation into every level of management, KNUCA ensures that governance is transparent, accountable, and inclusive, reflecting the collective intelligence and ethical commitment of its academic community. This policy directly supports Sustainable Development Goal 16—Peace, Justice and Strong Institutions—through the empowerment of university stakeholders, the cultivation of democratic culture, and the advancement of institutional resilience and social trust.

Policy on Research Ethics, Integrity and Open Access

The Kyiv National University of Construction and Architecture recognises that research integrity and open access to knowledge are fundamental to achieving the goals of SDG 16 — Peace, Justice and Strong Institutions. This policy establishes a clear framework to ensure that all research conducted under the auspices of the University is guided by the highest standards of academic ethics, responsibility, and transparency. It reinforces the principles of honesty, fairness, accountability, respect for human rights, and the responsible use of knowledge that contributes to sustainable development, peacebuilding, and institutional resilience.

The University guarantees that research activities are conducted in full accordance with national and international ethical norms. All researchers, teaching staff, postgraduate students and project participants are required to uphold integrity in every stage of the research process — from the formulation of hypotheses and data collection to analysis, publication, and dissemination of results. Plagiarism, falsification of data, or fabrication of evidence are strictly prohibited. A dedicated Ethics and Integrity Committee oversees compliance with these rules, investigates potential breaches, and ensures the protection of whistle-blowers who report violations.

Open science and accessibility of knowledge are central to the University’s research strategy. The institution maintains an open-access repository for theses, publications, and datasets, ensuring that research outcomes are freely available to the public, professionals, and policymakers. Every publication financed or supported by the University must be deposited in the institutional repository, aligning with FAIR (Findable, Accessible, Interoperable, Reusable) data principles. This approach supports accountability, enables replication, and promotes international cooperation in research on governance, justice, and the rule of law.

Ethical review procedures are mandatory for all projects involving human subjects, personal data, environmental impact, or sensitive information. Research proposals undergo preliminary ethical assessment to verify compliance with international standards such as the Declaration of Helsinki, the European Code of Conduct for Research Integrity, and UNESCO’s Recommendation on Science and Scientific Researchers. The University encourages interdisciplinary cooperation in the social sciences, law, and engineering to study themes of justice, public administration, civic engagement, and institutional transparency.

Training in research ethics and responsible publication practices is provided regularly to all students and staff. The curriculum includes modules on citation ethics, authorship criteria, conflict of interest disclosure, intellectual property rights, and responsible peer review. Supervisors ensure that postgraduate research meets ethical and methodological standards and that all participants receive proper mentoring in integrity-based academic culture.

The University ensures gender equality and inclusiveness in research teams, upholds data protection, and prevents discrimination or coercion in academic environments. All partnerships with external organisations, governmental or non-governmental, are based on contracts that include clauses on confidentiality, intellectual property, and integrity obligations. Research funded by national or international grants must comply with this policy as a condition of acceptance.

Through this framework, the University aims to contribute to transparent, credible, and socially responsible research that strengthens trust in higher education institutions and supports peaceful and just societies.

Policy on Legal and Justice Education Programmes

Kyiv National University of Construction and Architecture ensures that the education it provides in the field of law, justice, and public administration fosters respect for human rights, the rule of law, and institutional integrity. This policy establishes a coherent framework for developing and implementing academic programmes that prepare graduates to promote justice, equality, transparency, and accountability in both public and private sectors.

The University recognises legal education as a vital instrument for strengthening peaceful and just societies. Its study programmes in law, administrative management, and public governance are designed to develop students’ professional competence, ethical responsibility, and civic awareness. Teaching combines theoretical foundations with practical skills in legal reasoning, conflict resolution, mediation, and the application of justice in real social contexts. Each course integrates international legal instruments, including the Universal Declaration of Human Rights, the European Convention on Human Rights, and relevant UN conventions.

The curriculum aligns with national educational standards and international best practices. It ensures that students understand the structure of the judiciary, constitutional order, and mechanisms of good governance. Students acquire knowledge in criminal, civil, administrative, and international law, as well as in areas related to construction law, environmental regulation, and urban governance — reflecting the University’s specialised academic profile. Practical training includes internships in courts, ministries, local administrations, and legal aid centres, where students apply their theoretical knowledge in the administration of justice.

The University guarantees that legal and justice education is guided by ethical values and respect for diversity. Academic staff in the Department of Law and related faculties are required to uphold impartiality, political neutrality, and academic integrity in teaching and assessment. Continuous professional development is provided to lecturers through workshops, conferences, and training in legal pedagogy, case-based learning, and human rights education.

Research-based teaching is a key principle of the policy. Students and staff engage in scientific investigations on contemporary legal challenges, anti-corruption mechanisms, transparency of governance, and access to justice. The University encourages participation in moot courts, competitions, and joint projects with law faculties of other universities. Partnerships are maintained with the Ministry of Justice, the Supreme Court, the National Agency on Corruption Prevention, and civil society organisations promoting legal literacy and access to justice.

Policy on Collaboration with Judicial, Law-Enforcement and Human Rights Institutions

Kyiv National University of Construction and Architecture (KNUCA) recognises that systematic cooperation with judicial bodies, law-enforcement institutions and human-rights organisations is essential for strengthening the rule of law, professional ethics and public accountability. The University organises educational and practice-oriented activities together with sectoral partners, and ensures that cooperation outcomes are publicly accessible through its official resources.
